Mower blade seems rough when turning by hand. Also slight noises when starting and stopping. Could not find any instructions for oiling bearings.

Also make sure your engine has enough oil in it. Low oil can cause the problem you mention, as well as many others.
On the off chance that your shaft is bent, here's a guide to fixing it yourself -- not a simple thing to do as it involves disassembling much of the mower:
